Dr. Stephen Tupper (UK)

Stephen began his career in government, before moving to a post as a consultant on cross-border investment for a major audit firm and subsequently to one of the leading investment banks. Since early 1994 he has been working as an independent consultant to major donors and international financial institutions such as the EU, USAID, World Bank, European Bank for Reconstruction and Development and UK Department for International Development. In this role, he has served as programme manager or project leader for actions that have often been multi-component, covering such issues as strategic planning, budget and taxation reform, restructuring of social services and enterprise development. Stephen is currently working in Ukraine on reform of strategic planning at national and regional level and in Mongolia on SME issues. In addition, he is also part of the team that monitors the EU’s extensive project portfolio throughout the Asia-Pacific region.

Dr. Tupper is Member of Gabriel Al-Salem Foundation’s Board of Directors and one of the judges of the International Committee evaluating applications for the annual International Award for Excellence in Consulting “Consulting without Borders,” which has been run by the Foundation since 2011.

Gulsum Akhtamberdieva CMC® (Kazakhstan)

Gulsum is Chair of the Kazakhstan Chamber of Management Consultants (CMC Kazakhstan) and a Member of IMC USA. She is a management consultant with 25+ years of experience specializing in the area of strategic management, finance, restructuring, market research, and business planning.

Gulsum met Gabriel and Viktoria in early 90s in Kazakhstan, where they came to assist with the country’s economic reforms. Gulsum worked on projects funded by international donor agencies helping governments in Kazakhstan and all of Central Asia in accounting reform, privatization and private sector development, pension reform, higher education reform, and regional economic development. Gulsum also has extensive experience working with private businesses in Central Asia and other countries.

Gulsum is an active business trainer specializing in business ethics, core consultancy skills, financial and management accounting, auditing, and strategic and business planning.

Gulsum serves as Gabriel Al-Salem Foundation’s Treasurer and also Chair of the International Committee judging applications for the annual International Award for Excellence in Consulting “Consulting without Borders,” which has been run by the Foundation since 2011.

Christian Fritz (Germany, lives in Bali)

Christian has extensive experience in financial controlling under EU and Asian regulations. With working experience in Indonesia since 2000 he founded one of Indonesia’s first social enterprises, the Bali International Consulting Group with it’s main focus towards sustainable development and is founder of the Bali Export Development Organization, a non-profit established to build awareness and capacity among local producers on international regulations and standards in partnership with CBI. As Indonesia’s first organizational stakeholder of the Global Reporting Initiative he strives to create more awareness on sustainability and corporate social responsibility in Indonesia. As a founding board member of the Kuta Small Business Association he received the Community Service Award in 2004 for his work towards establishing the Kuta Karnival as a relief effort in response to the 2002 tragedy. His current interests are in reforestation and climate change issues, and he is representing the PATT Foundation ( in Indonesia and also partnered with CV. Akar Wangi Jaya ( He is working with other committed parties on the development of a sustainable aquaculture farming project (, Bali’s first green building material and eco friendly home supply store (, an environmental and energy management and service unit (EEMS), and on responsible sourcing and tourism services - recently combining all those activities under the ecoSmart - Solutions for Life brand. His 2020 vision is the realization of a Sustainable Development Fund for Indonesia (ISDF) to facilitate projects and capitalize companies focused on renewable energy, sustainable production, sustainable tourism and related services.

Carolyn Dunn (USA)

Carol was a friend and colleague of Gabriel Al-Salem and Viktoria Olskaia from the mid 90’s when they worked together on the USAID Mass Privatization program in Almaty Kazakhstan, and continued their friendship in Washington DC. Carol initially worked as a management consultant with Ernst & Young in London, specializing in Privatization, Economic and Business Development in Kazakhstan, Belarus, Ukraine, Belgium, France and the UK. From 2005 Carol shifted focus and began working as the Program Manager for Disaster Education for the American Red Cross in Seattle. She continued working in Emergency Management and Disaster Response for the City of Bellevue in Washington state, and as a speaker at numerous conferences around the United States on topics related to using Social Media for Emergency Response and Law enforcement. Now that her children are in college she is considering returning to international management consulting. Carol has BA in Political Science from the University of Washington in Seattle and a Masters in Management from the London campus of Boston University.


Bat-Orshikh Erdenebat (Mongolia)

Bat-Orshikh is Executive Director at Development Solutions (DS) NGO responsible for leading DS’s growing portfolio of SME development projects. Currently he is working as a consultant on the USAID’s REACH Project, KOICA’s Women Business Center Project, ADB’s Urban Development Project, Local Market Linkage Program and Youth Business Mongolia Program. He is experienced in SME business model, startup mentoring, incubation project management, community development and non-profit strategy.

Bat-Orshikh and his organization, Development Solutions NGO, received the Gabriel Al-Salem International Award for Excellence in Consulting in 2012.

Farzona Tilavova (Tajikistan)

Farzona is Head of Consulting Group Kamolot 1, which works to improve the competitiveness and export potential of local and international companies by providing quality consulting services for the implementation of Management Systems in accordance with international ISO standards. The consultants of Kamolot 1 have experience in the implementation of HACCP norms in the companies of the Republic of Ghana, participated in the development and implementation of ISO 17025 in two testing laboratories that were accredited by the German accreditation body. In 2012-2016, the consulting group conducts annual second-party audits on behalf of the well-known brand company on the principles of Better Cotton Initiative (BCI) in Tajikistan, Kazakhstan and Kyrgyzstan. The most recent project of Kamolot 1 was the development and implementation of four standards - ISO 9001:2015, FSSC 22000, ISO 14001 and OHSAS 18001 in “Coca Cola Nushokikhoy Tojikiston.” Currently, FSSC 22000 is being implemented in the dry fruit processing business in the north of Tajikistan.

Kamolot 1 received Gabriel Al-Salem International Award for Excellence in Consulting for the first place in the category “Consulting Project of the Year” in 2012 and second place in the category "Consulting without Borders" in 2013. Kamolot 1 was recognized by the EBRD Business Advisory Services (BAS) Programme for its contribution to the development of business in Tajikistan in 2012.


Valentina Grigoryeva, CMC® (Kazakhstan)

Valentina has worked as management consultant since 2003. She became a Certified Management consultant (CMC®) in 2010. Her areas of specialization include strategic planning, HRM /HRD, sales and marketing strategies. She has clients in Kazakhstan and Russia. Valentina is a business trainer in the areas of developing leadership and managerial skills. She is an accredited EBRD trainer and conducts specialized courses for management consultants in Central Asia, CIS countries and Eastern Europe. She is also a Marketing Committee Chair of Kazakhstan Chamber of Management Consultants. Valentina holds an MBA degree.

Viktoria Olskaia (USA)

Viktoria is an international entrepreneur and an expert in communications and private-sector development in emerging market countries. Her areas of expertise are in post-Soviet states, Europe, and Asia. She has extensive experience working on international development projects funded by multilateral donor organizations. In 2006 she started and has been successfully managing a company in Kazakhstan, which exclusively sells the Dutch professional hair cosmetics brand KEUNE.

In 2010 she lost her husband, Gabriel Al-Salem, in a tragic accident. She started the Gabriel Al-Salem Foundation as a US public benefit corporation to continue Gabriel’s work in the fields of economic development and creating sustainable growth in emerging market countries. Viktoria holds an MA in English from St. Petersburg State University as well as an MA from the Ohio State University and JD from Concord Law School.

Gheorghe Caraseni is a consultant with about 23 years of professional background in evaluation, organizational capacity building and sustainable development. Nadejda Parasca-Caraseni is a consultant and licensed project evaluator with about 6 years of professional experience in evaluation and capacity building. She co-evaluated and collected data in the case of 9 national and international projects on children issues, employment, family strengthening, minorities, youth and disadvantaged people financed by Austrian Development Agency, EU Delegation, ABA RoLI and World Jewish Relief and implemented by the development organizations, such as the National Trade Union of Moldova, IREX –Europe (France), Minority Rights Group- Europe (Hungary), Concordia, CEDA, HelpAge International and Biotica (Moldova). Mavluda Artykova is a lawyer at Mavsim & K. She provides overall legal advice and ensures the company’s compliance with the Tajik legislation. Tsetsegmaa Tsogbadrakh (Monoglia)

I graduated from the Institute of National Economy in Irkutsk of Russia in 1989. Also I did my PhD in Baikal State University of Economics and Law in the same town.
